Subject:	Training Reimbursement for Newly Elected Municipal Officials - Former HB 1750 and HB 1751

In the near future, I will be reintroducing legislation to permit newly elected municipal officials to attend conferences, institutes, schools, and conventions prior to officially taking office.  Last session, Senate Bill 316 was introduced at the suggestion of the Pennsylvania State Association of Township Supervisors (PSATS) and was signed into law as Act 117 of 2019.  My legislation would include Boroughs, Third Class Cities, and First Class Townships.   Between the time an individual wins an election in early November and that individual takes office in January of the following year, several months have passed during which workshops and training sessions may be provided to better prepare them to assume the duties of their office.  Currently, if an individual wants to attend training prior to officially taking office, that individual would have to pay the expenses of the training themselves.  Additionally, a safeguard is included in current law that requires the governing body of each municipality to approve the attendance before the individual could be reimbursed for their expenses.   I hope you will cosponsor this important legislation.
