Subject: Electronic Privacy Protection (Former HB 2804)
 
Cell phones and other smart devices are capable of providing Pennsylvanians with a great amount of useful information to help make their lives easier. Unfortunately, these devices can also serve to provide others with a great amount of information about Pennsylvanians. While such information may be helpful in making these devices more useful, it also presents an opportunity for invasions of privacy by corporations and governments.

In the near future I will be introducing legislation to help protect the privacy of Pennsylvanians by requiring that cell phones and devices utilizing Internet protocol-enabled service sold in the Commonwealth shall require explicit authorization from the end user prior to transmitting location or GPS data, images, photographs, audio files, or data from a microphone.

The Pennsylvania constitution declares that the people shall be secure in their persons, houses, papers and possessions from unreasonable searches and seizures. This protection ought to be extended as fully as possible to our electronic devices.
