I had been working on Pennsylvania state exchange legislation, but with the onset of Covid-19 I had put it aside. As we plan to move forward after this major health crisis, I think it is time to get this done. As you all know, the Pennsylvania House led the way for Act 42, creating Pennsylvania’s own state exchange. It is time for us to lead again and put the healthcare of hundreds of thousands of Pennsylvanians at the top of our priority list. In 2019, over 400,000 people bought healthcare through healthcare.gov. With the onset of the COVID-19 virus, and the devastation it has caused, we may have even more Pennsylvanians get insurance through our exchange. Therefore, I will be introducing legislation that requires minimum coverages on any plans that are sold on Pennsylvania’s state-based exchange. These requirements are consistent with federal requirements. Any health insurance policy sold on our state exchange will cover the following:
