Subject: Pennsylvania State Exchange Legislation (Former HB 2434)
 
I had been working on Pennsylvania state exchange legislation, but with the onset of Covid-19 I had put it aside.  As we plan to move forward after this major health crisis, I think it is time to get this done.
 
As you all know, the Pennsylvania House led the way for Act 42, creating Pennsylvania’s own state exchange.  It is time for us to lead again and put the healthcare of hundreds of thousands of Pennsylvanians at the top of our priority list.  In 2019, over 400,000 people bought healthcare through healthcare.gov.  With the onset of the COVID-19 virus, and the devastation it has caused, we may have even more Pennsylvanians get insurance through our exchange.
 
Therefore, I will be introducing legislation that requires minimum coverages on any plans that are sold on Pennsylvania’s state-based exchange.  These requirements are consistent with federal requirements.
 
Any health insurance policy sold on our state exchange will cover the following:
 
  1. Coverage for preexisting conditions
  2. Preventive care coverage including these items:
    1. Preventive and wellness visits, including chronic disease management
    2. Maternity and newborn care
    3. Services and devices to help people with injuries, disabilities, or chronic conditions
    4. Lab tests 
    5. Pediatric care
    6. Prescription drugs
    7. Outpatient care
    8. Emergency room services
    9. Mental and behavioral health treatment must be covered
    10. No Limits on coverage (no dollar limit)
    11. Adult dependent insurance coverage.  Adult children up to age 26 can now continue to receive health insurance on their parents' policies.
    12. New consumer health coverage reports.  Consumers have begun receiving a standardized report explaining their health insurance.
