MEMORANDUM

Posted: October 5, 2020 11:22 AM
From: Representative Wendy Ullman
To: All House members
Subject: COVID-19 Public Higher Education Support Program

Public institutions of higher education play an indispensable role in helping Pennsylvania’s students acquire the skills and knowledge they need to build a brighter future. The importance of access to public higher education is even more pronounced now as we grapple with the the economic turmoil caused by the COVID-19 pandemic. At the same time, these institutions face unprecedented challenges and increased costs to safely educate students.

In the spring, the General Assembly wisely allocated federal Coronavirus Relief Funds to help higher education respond to the pandemic, including funding for the Pennsylvania State System of Higher Education and for PHEAA programs. However, no Coronavirus Relief Funds were allocated to our other public institutions of higher education – community colleges, state-related universities, and the Thaddeus Stevens College of Technology. These colleges and universities also need support.
My bill will allocate $100 million from the Coronavirus Relief Fund to assist the public institutions of higher education that have not yet received appropriations for COVID-19 relief in addressing costs caused by the pandemic.

Please join me in helping to ensure that all institutions of public higher education can effectively respond to COVID-19 and provide a safe environment for students.
