Subject: Lost and Stolen Firearms
 
Hundreds of thousands of guns are lost or stolen every single year.  Many stolen firearms find their way into the underground market and are later used in the commission of a crime. One study conducted in Pittsburgh uncovered that one third of all firearms recovered at crimes scenes had been stolen from the lawful owner.
 
Requiring firearm owners to report the loss or theft of a firearm can help reduce the flow of firearms to the underground market as well as protect lawful firearm owners from criminal accusations if their lost or stolen firearm is later used in a crime. For this reason, I will be introducing legislation to require firearm owners to report the loss or theft of a firearm to the police within 24 hours or the discovery of the loss or theft. This bill provides for a civil remedy.  Firearm owners who fail to report a lost or stolen firearm in accordance with the terms of the bill may be held civilly liable for damages if their failure to report leads to the firearm being used in a crime.
