MEMORANDUM

To: All House members
Subject: Addressing Arbitration

It is very hard to maintain discipline in any department when at every turn, you have cases that wind up overturned, people brought back, and in many cases for some very, very serious allegations. Despite redactions, data suggests that a small number of police officers are likely responsible for a disproportionate number of complaints made against them.

The arbitration process as it applies to the discipline of police officers can be seen as a common punching bag for outsiders who are not familiar with the process. Some officers are disciplined by the Police Department, yet still on the job and collecting a taxpayer-funded salary.

Our legislation would address the arbitration process relating to officers under disciplinary investigations.  In order to build trust, and generate confidence in the integrity of the system.

We encourage all members to join me in co-sponsoring.

Introduced as HB2602
