Subject: Disadvantaged Business Fee Exemption for Starting Businesses
 
Starting a small business in Pennsylvania is a costly endeavor, especially for small businesses owned by people of color and women. We need to foster entrepreneurs from diverse backgrounds and provide them with opportunities to succeed. Historically, these business owners have had the deck stacked against them and we should explore ways to provide parity.

My proposal will waive state-related fees for certified minority- and women-owned small businesses in the Commonwealth when they are opening or starting a business. Fee waiver does not apply to fees for maintaining a license or other requirements for continuing to operate a business. Qualifying businesses must provide proof of certified status to be eligible.

This legislation is an important step in boosting our small, diverse businesses. I hope that you will join me in this endeavor.
