Subject: Unemployment Compensation Benefits for At-Fault Overpayments
 
 

The unemployment compensation program is a lifeline for so many Pennsylvanians during this pandemic. Many Pennsylvania residents have relied on this program because they have been displaced and are out-of-work due to COVID-19.  However, the COVID-19 crisis has shown many weaknesses in our infrastructure and ability to provide for all Pennsylvanians. 

 

Claimants that have an at fault judgement against them are struggling because they are currently not receiving benefits until their debt is repaid.  Presently, if a person is found at fault for an overpayment, 100% of any future unemployment compensation benefits will be applied to the amount due. My bill would change this to 50% of future claims going towards repayment and 50% going back to the individual as a benefit.  We must ensure that claimants have a way to repay debts and are able to receive some benefit during difficult times.  

 

It is important that we support all Pennsylvanians during these unprecedented times for economic and physical well being and ensure that we fill holes in the systems we use to protect and provide for the Commonwealth. Please join me in co-sponsoring this legislation.
