Subject: Green Driver Incentives Package
 
The environment plays an important role in the overall health of all living beings. As our environment is deteriorating at an accelerated rate, there are certain steps we can take to mitigate the damage. Of those steps, one prevalent and achievable goal is the use of green driving. 
 
Green driving is the individual act of driving in such a way as to have a minimal impact on the environment. While drivers may take practical steps, such as carpooling, accelerating gradually, and anticipating stops in order to drive green, other methods, such as driving zero emission vehicles, will have a significantly greater impact on the environment. Zero emission vehicles are electric or hydrogen fuel cell vehicles that have zero harmful tailpipe emissions and are 98 percent cleaner than the average new model-year vehicle.
 
In an effort to encourage drivers to purchase and utilize zero emission vehicles in Pennsylvania, I am introducing a series of bills that would incentive their purchase and use. The first bill would exempt zero emission vehicles from the state sales tax upon their purchase. The second bill would provide for a Green Pass, a 10 percent discount to all E-ZPass holders who operate vehicles that obtain at least 45 miles per gallon and produce 90 percent fewer emissions than the average gasoline-powered vehicle of the same production year.

Description:  Our first bill would allow the Secretary of Environmental Protection to certify to the State Treasurer the make and model of motor vehicles that are zero-emission vehicles and exempt from the state sales tax.

Description: Our second bill would allow an E-ZPass holder to receive a 10 percent discount on electric toll collections so long as their vehicle:
 
  1. Obtains at least 45 miles per gallon; and
     
  2. Produces 90 percent fewer emissions than the average gasoline-powered vehicle of that production year.
