Subject: Waiver for Barber Shops and Hair Salons
 
COVID-19 has affected every aspect of our lives. Families across Pennsylvania have been struggling to stay afloat during business closures, loss of jobs and loss of personal freedom.  While many are unable to work, others have had to work longer hours to serve the expanding essential needs of Pennsylvanians.  Frontline workers, such as first responders, medical providers and food service workers have answered the call.  They are performing their duties tirelessly and without some of their essential needs being met. One such need is maintaining properly groomed hair.

With the closure of all businesses the Governor deemed non-essential, barber shops and hair salons were forced to close their doors.  This left our law enforcement officers, doctors and nurses and especially our food service workers without the ability to maintain properly groomed hair.  

Personal grooming and good hygiene go hand in hand. Barbers and hair stylists are trained in methods of infection control and already institute sanitary practices to stop the cross-contamination of their clients. These professionals have existing infrastructure and protocols in place to implement the proper mitigation techniques required by the Centers for Disease Control and Prevention (CDC). It is for this reason that I am introducing legislation to issue a waiver to the Governor’s COVID-19 Business Closure to allow barber shops and hair salons the option to open their doors and provide services.  My bill will ensure that barber shops and hair salons institute proper mitigation techniques, or face closure until they are able to comply.
