Subject: Modernizing Unemployment Compensation with Electronic Delivery of PINs
 
The COVID-19 pandemic has caused many Americans to face unemployment for the foreseeable future. Pennsylvania has received a record number of unemployment claims over the past few weeks because of this crisis. Currently, unemployment compensation claimants receive their Personal Identification Number (PIN) through the United States Postal Service.  However, if there is an interruption in mail service, it could delay benefits during this time of need.  It is time we allow people the choice to receive their PIN through an electronic delivery method.
 
In order to modernize our unemployment system, I will be introducing legislation which requires the Pennsylvania Department of Labor and Industry to create an electronic delivery method for PINs needed for the unemployment compensation system. Individuals would need to select to use the electronic delivery method during the application process with traditional mail delivery being the default method.
 
I ask that you support this legislation and join me in working to ensure all Pennsylvania workers and their families can get the help they need during these difficult times, while also modernizing to unemployment compensation system.
