MEMORANDUM

Posted: April 8, 2020 09:58 AM
From: Representative Adam Ravenstahl
To: All House members
Subject: Supporting Frontline Workers

We need to have the backs of those workers battling the COVID-19 pandemic.  Whether these employees work in emergency services, food service, at gas stations, grocery stores, health care facilities, pharmacies, waste management or any other life-sustaining job, we need to be there for them like they’ve been there for us.

Our frontline workers are at an increased risk of COVID-19 exposure as they sacrifice their health and safety serving our community and families. It is without question that our legislature must act now to make sure these workers have the support of every one of us.

It is for these many reasons that I will be introducing legislation to support all workers employed in a life-sustaining business during the declaration of a disaster or public health emergency (including COVID-19).  If a life-sustaining worker contracts an infectious disease that requires hospitalization, quarantine, isolation or other controlled measures, my bill establishes the presumption that the worker’s medical condition or inability to work was a result of their work-related duties.

As such, the worker would not be required to use sick time, vacation time, personal time or any other accrued paid-time off or contractual-time off to cover the period the worker is unable to work.

Furthermore, the worker would be eligible and qualified for workers’ compensation during the period of incapacitation or inability to work.

Thank you in advance for joining me as a sponsor of this legislative proposal.
