MEMORANDUM

Posted: March 4, 2020 03:11 PM
From: Representative Jack Rader, Jr.
To: All House members
Subject: Property Tax Rent Rebate Legislation

In the near future, I plan to introduce legislation that will increase and clarify the calculation of income eligibility thresholds for homeowners and renters seeking relief through the Property Tax Rent Rebate Program.

Simply put, our constituents need help. Property taxes continue to impose a significant economic burden on all Pennsylvanians across the Commonwealth, especially our seniors. This particular group of Pennsylvanians have worked their entire lives in pursuit of the American Dream not only for themselves, but also for their families. Now, as they enter the Golden Years of life, many are having to contemplate whether they can afford to continue living in the homes they themselves have built and worked over the years to attain.

That is why I have decided to introduce legislation that will increase the income thresholds for the Property Tax Rent Rebate Program. Specifically, my legislation will increase the current income thresholds of $35,000 for homeowners and $15,000 for renters to $40,000 and $20,000, respectively. In addition, my legislation will reinstate an expired moratorium on the Social Security Administration’s annual cost-of-living adjustment, in order to ensure that a resulting raise in social security income does not unintentionally prevent a claimant from receiving relief through the program. If the adjustments proposed by my legislation are implemented, it is estimated that more than 60,000 new claimants will become eligible to receive much needed property tax relief through this successful program.

While I certainly welcome and encourage continued discussions to provide substantial relief for all Pennsylvanians, I believe this approach will provide meaningful, immediate relief for our seniors. I respectfully ask for your consideration to join me in this effort.
