MEMORANDUM

Posted: February 13, 2020 11:50 AM

To: All House members
Subject: Purple Heart Disability Plate

In the near the future, I will be introducing legislation authorizing PennDOT to issue Purple Heart plates with disability designations.

Under current law, an individual with a disability that is issued a Purple Heart plate must use a disability parking placard in order to be granted special parking privileges. If such an individual would rather have a plate designating their disability, their option would be return their Purple Heart plate in exchange for a normal disability plate.

I believe that individuals who have received such a high military honor should not have to choose between a Purple Heart plate and the convenience of a plate designating a disability. To this end, my legislation requires PennDOT to issue Purple Heart plates with a disability designation. These plates would grant the owner all the same privileges as a normal disability plate and would be applied for in a similar manner as well.

I hope you will join me in cosponsoring this legislation that simply allows those who have been awarded a Purple Heart to retain their special plate while maintaining the privileges of a disability plate or placard.

Introduced as HB2319
