MEMORANDUM

Posted: February 10, 2020 11:15 AM

To: All House members
Subject: Alternative Collections for Municipal Claim and Tax Liens for Home Rule Cities in Allegheny County

Recently, I became aware of an issue some municipalities in Allegheny County are confronting. Often, these cities are finding it difficult to collect taxes, liens, and other fees that are owed on vacant or foreclosed properties. As you are aware, these property taxes are critical for communities to ensure safe neighborhoods for our families and neighbors.

My legislation will give third class cities in second class counties the freedom to decide what the best protocol is to collect on past due taxes and liens on foreclosed homes and other real property sales. Giving these communities more tools will be beneficial and ensure that they have the ability to help redevelop parts of their municipality.

I hope you join me in supporting this bill to provide more autonomy for our partners in city government.
