MEMORANDUM

Posted: February 5, 2020 12:55 PM
From: Representative Martina A. White
To: All House members
Subject: Philadelphia Casino Revenue

In the near future, I will be introducing legislation to allocate local share revenue derived from casinos located in Philadelphia to SEPTA.

Currently, Philadelphia is home to one operating casino (SugarHouse), with another casino (Live!) expected to be operating within the year. As with every casino across the Commonwealth, Live! will make required local share contributions once open for business. However, current law does not require any of this new local share revenue from Live! to go to SEPTA.

Given the critical need for mass transit funding, my legislation will require the following local share revenue to be allocated to SEPTA:
  • The entirety of the local share derived from table games at Live!;
  • The entirety of the local share derived from slot machines at Live!;
  • The entirety of the local share derived from iGaming operated by Live! or SugarHouse; and
  • The entirety of the local share derived from sports wagering operated by Live! or SugarHouse.

My legislation is part of the House Transportation Task Force’s package of bills that is responsible for finding innovative ways for the Commonwealth to fund transportation, while also ensuring the current funding sources to transportation are as effective as possible.

I hope you will join me in sponsoring this important piece of transportation-related legislation.
