Subject: Waiving Birth Certificate Fees for Homeless and Foster Youth
 
A birth certificate is typically your first official identification document, establishing your first and last name. An official copy of your birth certificate is the undisputed record of identification and is necessary to establish proof of your identity for a driver's license, a passport, and visas and immigration documents.

Homeless youth and foster youth cannot function in society without a birth certificate but often cannot come up with the funds to obtain this vital record, let alone secure permission from a parent or guardian to obtain one.

This legislation waives fees and parental consent requirements for homeless and foster youth applying for birth certificates.
