Subject: Cosmetology Law
 
The State Board of Cosmetology has established regulations that govern the salon industry in Pennsylvania. Some of the existing regulatory provisions are out of date and are creating issues for salon owners and professionals. I intend to introduce legislation to address this issue.

Board regulations require that a salon operated by one licensee must have a minimum area of 180 square feet. This floor space requirement is too large, unnecessary, and is generally not in line with what many other states require. My legislation will eliminate the minimum floor space requirement that currently exists.

My legislation will also create a process that allows salon owners to submit building plans to the Board for review, prior to beginning the construction of a new facility. Board regulations do not appear to allow for this type of process, which results in the need for salon owners to undertake significant construction prior to submitting their building plans to the Board for review. Creating a process that allows salon owners to submit their building plans for review prior to construction will be very beneficial to the salon industry, particularly those who are seeking to open a new business.

The changes I am seeking through this legislation will provide more opportunities for business ownership in the salon industry, and will make it easier for salon professionals to thrive in Pennsylvania.
