Subject:	Regulatory Transparency Portal

Pennsylvania’s regulatory code uses over 13 million words and would take over 6 months of non-stop reading to finish. It is an understatement to say navigating the state’s regulatory system is difficult. In order to make it easier for residents and the regulated community to navigate the regulatory system, I plan to introduce legislation to establish a Regulatory Transparency Portal on IRRC’s public website. Under my legislation, the IRRC website would allow users to search for final-form regulations by state agencies and allow the tracking of any proposed regulation as it makes its way through the regulatory process. This includes a history and the latest action taken on the regulation along with access to public comments and supporting documentation for the proposed regulation. The portal will also allow any user to receive notification when a regulation they are tracking moves forward through the regulatory process under IRRC. Please join me and co-sponsor this legislation to make the regulatory process more transparent for Pennsylvanians.
