MEMORANDUM

Posted: September 26, 2019 05:37 PM
From: Representative Malcolm Kenyatta and Rep. Andrew Lewis
To: All House members
Subject: Cybersecurity Coordination Board

Pennsylvanians are under constant attack from email scams, phishing phone calls, or personal data breaches, which is why establishing the highest level of cybersecurity for Pennsylvania is imperative.

To better protect Pennsylvanians from cyber threats, we need a more coordinated model for cybersecurity policy and implementation in the Commonwealth. My legislation will create a system to streamline cybersecurity measures across all Commonwealth agencies and branches by creating the Cybersecurity Coordination Board. This board will protect the Commonwealth’s data by conducting cybersecurity audits, improving security and privacy standards and working with businesses and higher education to promote effective cybersecurity measures.
With this legislation, Pennsylvania would join at least 25 other states, including Texas, which have created a statewide cybersecurity taskforce, commission, advisory council or group. Additionally, identifying cybersecurity best practices for the state presents an opportunity to create thousands of new cybersecurity jobs, as more cybersecurity experts will be needed to implement the board’s recommendations in both the public and private sectors.
Let us make it our mission to commit to guarding our citizens’ personal privacy and providing the most secure and effective cybersecurity network to protect our Commonwealth. Please join me in protecting the security of the Commonwealth and its citizens. These threats are real, ongoing and cannot be ignored.
