House of Representatives
Session of 2019 - 2020 Regular Session

MEMORANDUM

Posted: September 9, 2019 02:30 PM
From: Representative Dan L. Miller
To: All House members
Subject: Recording of Law Enforcement

Police activity in the public arena is increasingly recorded. This, like the use of body cameras and dashboard cameras, can be very helpful to both the subject of the stop or arrest and/or to the police officers. The reality is that this phenomenon is only going to increase.

In recognizing that reality, I intend to introduce a bill that protects and enshrines the right of citizens to record police officers who are conducting official business without interference from them, while also codifying that citizens cannot violate the law or interfere with police officer responsibilities when making the recording. This is an important balance to maintain.

Please join me in promoting police accountability and citizen responsibility when it comes to recording law enforcement.
