A vehicle’s failure to stop for a pedestrian in a crosswalk isn’t merely inconsiderate – it can be lethal. In 2017, PennDOT reported that over 40 percent of all crashes and fatalities involving pedestrians occurred when the pedestrian was entering a crossing or specified location. This category includes intersections, mid-block crossings, and driveway entrances. As the number of pedestrian-related accidents rise, we need to look at ways in which we can make our streets safer. This is why I plan to introduce legislation, previously proposed by Representative Marsico in 2016, to require vehicles on both sides of a roadway to yield the right-of-way and stop for pedestrians lawfully within an intersection or adjacent crosswalk. Vehicles must remain stopped as the pedestrian is crossing the street. If enacted, a violation would result in a penalty of $50 which would be increased to a minimum of $200 if the violation occurs in a school zone. Requiring vehicles to stop for pedestrians in a crosswalk may not seem like a pressing issue for our state, but it can be a matter of life or death.
