MEMORANDUM

Posted: August 6, 2019 04:14 PM
From: Representative Dan L. Miller
To: All House members
Subject: Improving employee voices in the workplace

Pennsylvanian workers are second to none, with a high degree of education, value and a work ethic that strives for innovation. Our workers have literally built America. I believe that employers are well served to encourage employee engagement and that employees find more satisfaction with a higher level of commitment to the job when they feel respected and part of the process.

Unfortunately, as our economy continues to shift in a manner that has challenged middle class growth and decreased retirement security, we have found that far too many employers sacrifice employee salaries, benefits, and pensions, or limit employee voices regarding workplace safety or organizing- even while in some cases their high level administrators take home astronomical sums.

In today’s times of growing income inequality, we need to adopt policies that will help Pennsylvania grow together- and we need to do so now.

My legislation will require that in order for any nonprofit with 200 or more employees to receive state funding or grants, they must: 1) not have violated the Fair Labor Standards Act within the last 5 years; 2) not been found guilty of an unfair labor practice in the last 5 years; and 3) show proof that at least 20% of their governing board be employees elected by the workers to help navigate their future.

I believe this system better serves the interest of workers and gives them a voice in decision-making at the company they work for and is a step forward in making sure Pennsylvania moves forward together. Please join me in co-sponsoring this legislation.
