Subject: Tax Deduction for Employing Disenfranchised Groups
 
Returning Service Members and Veterans are resilient, adaptable, and strive for success in the civilian workplace. Despite this fact, Pennsylvania’s veteran unemployment rate is 5.1 percent, while our non-veteran unemployment rate is 4.1 percent. Too often, disenfranchised groups face barriers to employment, which in turn stunts the Commonwealth’s economic potential. All people deserve opportunities for employment and should not be denied those opportunities because of perceived negative circumstances.

I will be introducing legislation to provide a tax deduction to employers that hire veterans and other individuals that face barriers to employment. Not only will this legislation encourage employers to hire from disenfranchised groups, but it will also stimulate economic growth in the Commonwealth.

My bill hopes to alleviate some of the barriers to employment and promote economic growth:
  • Offers employers a tax deduction based on a percentage of the wage paid to their qualifying employees.
  • Target groups that would qualify employers for the deduction include veterans, TANF recipients, SNAP recipients, those who have undergone rehabilitative assistance, those convicted of a felony, and recipients of SSI.
