MEMORANDUM

Posted: April 18, 2019 12:50 PM
From: Representative Barbara Gleim
To: All House members
Subject: Repeal of the "Encourage the Planting of Trees Act"

Our Commonwealth has thousands of regulations on the books. Many of these acts were enacted several decades ago and are simply archaic and are no longer applicable in the 21st Century. In addition, the existence of these outdated laws contributes to the already complex and confusing nature of government.

In an effort to clean up the books, I plan to introduce a bill that will repeal one of these antiquated acts. This legislation will repeal the "Encourage the Planting of Trees Act," which provides for a one dollar for every two trees incentive for the planting of trees to the side of a public highway on a person’s property. This incentive came by means of an abatement on a person’s road tax.

This act is clearly out of date because the road tax no longer exists and, therefore, no longer serves an actual purpose. By repealing this act, we will be providing the citizens of this Commonwealth with a more transparent and streamlined rule of law.

Please join me in co-sponsoring this legislation.
