MEMORANDUM

Posted: March 29, 2019 04:07 PM
From: Representative Tarah Toohil
To: All House members
Subject: Legislation specifying that civil confidentiality agreements do not cover communications with law enforcement

Please join me as a cosponsor of legislation to specify that civil confidentiality agreements do not cover communications with law enforcement.

This legislation is derived from one of the recommendations of the 40th Statewide Investigating Grand Jury which focused on clergy sex abuse. That Grand Jury found that the dioceses used confidentiality agreements to silence abuse victims from speaking publicly or cooperating with law enforcement. This legislation would enact a statute that would clearly state that no past or future agreement can prohibit an individual from communicating with law enforcement at any time.

I look forward to working with you on this important legislation.

Introduced as HB1171
