Subject: Child Abuse at Residential and Day Treatment Facilities
 
In 2019, an investigation by the Philadelphia Inquirer uncovered decades of child abuse at a reform school in Delaware County called Glen Mills. It's been reported that children had their jaws broken and were knocked unconscious for making impolite comments and those who ran from the abuse were choked. Reports have said that when a child or a child’s parents would attempt to file a complaint, Glen Mills staff would threaten that filing a complaint would lead the child to be sent to a far worse facility and have their time in the system restart. We cannot allow our children to be abused and then silenced by individuals who are supposed to rehabilitate them.

My resolution will urge the PA Department of Human Services to investigate allegations of abuse and review procedures for reporting potential child abuse in all state licensed reform schools and make policy recommendations so that this type of unacceptable violence never happens again.

Please join me in protecting our children from abuse and helping them to receive the rehabilitation services that they need.
