Subject: Reciprocal Agreements for Military and Disable Veteran Hunting & Fishing Licenses
 
In the near future, I plan to reintroduce legislation that would amend Titles 30 (Fish & Boat code) and 34 (Game and Wildlife Code) of the Pennsylvania Consolidated Statutes, to provide for reciprocal agreements with other states allowing certain veteran and military fishing and hunting licenses or permits to be recognized as resident licenses in any state participating in such an agreement.

Specifically, the legislation will allow the Pennsylvania Attorney General to enter into reciprocal agreements with other states to recognize the following lawfully issued license or permit types as resident licenses or permits in each state, provided the Attorney General has determined that the fishing and hunting laws of states are similar to the hunting and fishing laws of our Commonwealth:
  • Active Duty Military Fishing Licenses
  • Active Duty Military Hunting Licenses
  • Disabled Veterans Fishing Licenses
  • Disabled Veterans Hunting Licenses

I believe this legislation will encourage other states to enter into such agreements, and the cost savings to our valued active duty military and disabled veteran hunters and anglers would allow for more travel and increased opportunity for military personnel. It may also help to attract more travel to the Commonwealth from non-resident military sportsmen, resulting in a boost to our economy through the spending of additional sportsmen’s dollars here.

The language of this legislation is the same as my former House Bill 1153 from the 2017-18 session as amended by the House.
