MEMORANDUM

Posted: February 28, 2019 01:07 PM
From: Representative Danielle Friel Otten
To: All House members
Subject: Certification of Land Agents from Oil, Gas, Pipeline Companies and Public Utilities

Protecting Pennsylvania consumers is vital, especially when it comes to real estate, drilling, pipeline transactions, and public utility right of way. As you may know, some land agents used by drilling/pipeline companies have often harassed, bullied and misled land owners. With this in mind, I feel it is time we certify and register these individuals and provide oversight in this process.

My legislation requires the Pennsylvania Real Estate Commission to certify and register land agents engaged in the acquisition of oil, gas and mineral rights (including rights for a pipeline), and those acting to secure right of way for public utilities. Land owners will have the peace of mind that they are negotiating with a state certified individual. In addition, they have a place to turn if the land agent behaves in an unprofessional manner.

We cannot allow our friends and families to fall victim to unfair business practices. I hope you will join me in providing peace of mind to Pennsylvania landowners.
