| The mere mention of welfare reform sparks impassioned debate. While talk of welfare reform often draws attention to improving services and lowering costs, everyone recognizes the important role the private sector plays in helping welfare recipients find meaningful employment. To help both empower individuals receiving welfare and increase accountability to taxpayers, I will be introducing legislation that helps transition families to self-sufficiency and lowers costs, not by denying benefits, but by establishing a public private partnership pilot program that encourages companies to hire individuals enrolled on the welfare rolls. This legislation allows TANF recipients to continue to collect all their welfare benefits PLUS an additional 20-hours of pay for working full time with a business. After six-months, the business will pay the individual for 30-hours of work while they continue receiving their cash benefits. After one-year, the business pays the individual for the full 40-hours of work at which points cash benefits are terminated. Welfare reform that empowers individuals who collect public assistance will offer greater opportunity for those individuals, helping them to escape the cycle of government assistance.
