Subject: Covering Public Health Concerns through the Neighborhood Assistance Tax Credit
 
Many recent major health epidemics such as opioid addiction and lead poisoning which are affecting the health of the citizens of this Commonwealth. These crises are occur in urban and rural areas alike. Given that one of the stated goals of Neighborhood Assistance Programs (NAP) includes averting adverse impacts on the health of our communities, it only makes sense to include public health concerns to this program.

I have seen these programs at work in my district in Allentown. NAPs (along with Special Program Priorities, Neighborhood Partnership, and the Charitable Food Program) are excellent public-private partnerships that incentivize corporate investment (through corporate tax credits) in community rebuilding projects. My legislation adds more flexibility for each community to decide how to allocate those dollars.
