Subject: | Resolution 18 – Rules Reform: Allowing House Members to amend legislation that already received second consideration but was referred back to a committee. |
In the near future, I will be introducing legislation requiring any bill that has been amended in committee after it has already received second consideration by the full House to be reverted back to second consideration when reported back to the House. This resolution is one in a package of proposed rules changes being promoted by Fair Districts PA. I believe this change in the House Rules is needed to ensure that the full House would be able to amend bills that received second consideration and then were referred back to committee. In the past, bills sent back to committee after receiving second consideration could not be amended by the full House, except for technical amendments, as the bill returning to the House would be positioned on third consideration. This resolution would not apply to bills on concurrence amended by the Rules Committee. Again, my resolution is one in a package of resolutions promoted by Fair Districts PA.
