Subject: | Resolution 20 – Rules Reform: Waiting 24 hours when bills are amended |
When we adopted the House Rules on January 1st, the deadline for the House to consider bills on final passage was moved from 24 hours to 12 hours. When the Senate makes big changes to bills, the House only is required to wait six hours before considering the bill. These short deadlines do not give us enough time to review important bills and they shake the people’s faith in government as they believe they’re not given a chance to learn what’s happening and be heard. We need to change the House Rules to fix this. Under my plan, a full 24 hours would be required before the House considers bills on final passage or bills with Senate amendments. This gives us all a chance to communicate with the people and get their input. We were elected to provide a transparent government and this simple change would prove that we are serious.
