Subject: Resolution 13 – Rules Reform: Allowing any legislation with 20 cosponsors from each party to get a committee vote
 
In the near future, I will be introducing a resolution that will ensure that any bill that gets 20 co-sponsors from each party will receive a committee vote to advance the bill to the House Floor.

This resolution is one in a package of proposed rules changes being promoted by Fair Districts PA.

Specifically, this resolution allows any bill that receives at least 20 co-sponsors from the majority party and 20 co-sponsors from the minority party to be designated as a Priority Bill upon the written request of one of the majority co-sponsors and one of the minority co-sponsors. Within three legislative days the bill must receive a vote in committee, without being re-referred to another committee, to report the bill to the House floor.

A vote on reporting the bill can be deferred for up to three additional legislative days for the purpose of holding a public hearing on the bill. Once the Priority Bill is reported from committee it will receive first consideration and be positioned for second and third consideration votes.
