A bill with large bipartisan support should be allowed to come up for a vote in committee. The people we represent expect us to act on important legislation, but too often these great ideas remain in committee and never see a vote. We need to change the House Rules to guarantee an up/down vote in committee for legislation with 20 co-sponsors from each party – a single member should not be able to block bills with broad bipartisan support. The majority chairman of the committee would be able to delay the vote on sending the bill to the House floor for up to an additional four legislative days for the purpose of holding a public hearing. My resolution is one in a package of resolutions promoted by Fair Districts PA, a nonpartisan group dedicated to practices that represent the will of the people and not just a select few special interests.
