Subject: | Codifying the Treasurer's Transparency Portal (Former House Bill 1843) |
As the Commonwealth of Pennsylvania faces another budget deficit over $1 billion the time has come for the state to improve the financial transparency for how government uses taxpayer funds. In order to strengthen transparency on the use of public funds, I plan to reintroduce House Bill 1843 which passed the House last session with a vote of 178-12. This bipartisan legislation would codify the award-winning work done by Treasurer Torsella and his staff in the Transparency Portal. Additionally, House Bill 1843 would require state agencies to place their original budget documents online on November 1st of every year. This requirement on agencies to place these documents online will serve to better inform the legislature and the public of agency needs and programs during the budget process. At the same time the legislation would create the Commonwealth Financial Watch which would show the public the 20 largest cost drivers and 10 agencies with the largest budget by appropriation within the budget.
