| Subject: | Compensation Suspension for Non-Passage of Budget |
| One of the most important jobs of the General Assembly is annually adopting a budget. In recent years there have been numerous occurrences of the annual budget not being adopted before the start of the new fiscal year on July 1. When the budget is not enacted in a timely manner, contractors are not paid and important programs may be interrupted. If a budget is not adopted by the start of a new fiscal year, legislators should not be paid. Political subdivisions and municipalities, as well as contractors, may have to incur short-term loans or liquidate investments in order to prevent interruption of critical program services during a period of budget impasse. Legislators, elected officials, and cabinet officers should not be rewarded for failing to complete their job and as such should not be able to collect retroactive compensation when a budget agreement is finally reached.
