| In the near future I intend to reintroduce legislation to amend the Solicitation of Funds for Charitable Purposes Act so that the Commonwealth can better serve the non-profit organizations that operate in Pennsylvania. Currently, a non-profit organization that receives gross contributions totaling $25,000 or less is exempt from registering with the Department of State’s Bureau of Charitable Organizations. My legislation will increase the exemption threshold to $50,000. Registering with the Bureau of Charitable Organizations can be time consuming and costly. Federal tax laws do not require non-profit organizations with $50,000 or less in gross receipts to file a federal 990 form. It would be a great benefit to Pennsylvania’s non-profit organizations to raise the threshold for filing with the state to an amount equal to the federal 990 form requirement.
