Subject: VGTs in American Legions, VFWs and Volunteer Fire Depts (Charitable Gaming)
 
Act 42 of 2017 brought additional funding opportunities to our Commonwealth’s municipalities through the legalization of video gaming terminals (VGTs), however the law limited placement of such terminals to qualifying truck stops. We have an opportunity to further increase revenues by expanding the types of establishments qualified to operate VGTs while also giving municipalities the flexibility to opt out of participation, as Act 42 did.

In order to carry this out, my legislation will allow municipalities the option of placing a referendum on the ballot regarding the authorization of up to three VGTs in nonprofit clubs with valid liquor licenses, such as American Legions, VFWs and volunteer fire departments, etc. The legislation will serve as a pilot program set to expire on June, 30, 2023, allowing members of the General Assembly an adequate amount of time to evaluate whether there is any financial effect on the casino industry in the Commonwealth. It will also establish, and provide a funding mechanism for, the City of the First Class Nuisance Bar Task Force.
