Subject: Use of Wireless Communication Devices While Dispensing Fuel
 
Liquid fuel is extremely flammable and can cause life-threatening injuries, major fires and explosions if the fuel were to ignite. Those dispensing fuel should be free of distraction while doing so to ensure the safety of their selves, bystanders and nearby property.

I am proposing legislation to prohibit the use of wireless communication devices while dispensing liquid fuel. Wireless communication devices may include mobile and cellular telephones, a text-messaging device, or a personal digital assistant that sends or receives messages.

Under my bill, anyone using one of these devices while dispensing liquid fuels commits a summary offense. In addition, this legislation requires the Pennsylvania State Fire Commissioner to promulgate regulations that includes a civil penalty and develop a sign that is to be properly displayed by fuel dealers.
