MEMORANDUM

Posted: January 7, 2019 03:16 PM
From: Representative Marcia M. Hahn
To: All House members
Subject: Polling Places (Former HB 2137)

School buildings are used throughout the Commonwealth as polling places. While these facilities are accessible and often situated in ideal locations, placing polling places in such buildings can pose a safety risk to students and school staff.

Because school security and the safety of our young people are priorities within our communities, I am planning to introduce legislation that will require counties to prioritize other public buildings as potential polling place locations and make school buildings polling place locations of last resort. Specifically, the bill will require county boards of election to make every effort to avoid selecting school buildings as polling places.

This issue presents a bit of a balancing act, given that the conduct of elections and public safety are important functions of government. My legislation will shift the balance slightly toward public safety, because children are particularly vulnerable members of society, while allowing for limited access to school buildings when other options are not available.

Please join me in cosponsoring this legislation. If you have any questions contact Gail Pakosky at 783-8573 or via email gpakosky@pahousegop.com.
