MEMORANDUM

Subject: Feminine Hygiene Products Ingredient Labeling (Former HB 1858)

In the near future, I plan to reintroduce legislation (Former HB 1858) that would require the manufacturers of feminine hygiene and sanitary products to list the materials and ingredients of their products on their label listings in Pennsylvania.

Studies have shown that chemicals that are known reproductive toxins, such as carbon disulfide, and methylene chloride, a potential occupational carcinogen, are found in popular brands of tampons and other feminine hygiene products. Since many of these feminine hygiene products are used internally or in direct contact with very sensitive skin, there are increased concerns with respect to the chemicals used in these products. Currently there are no federal or state laws requiring menstrual hygiene companies to share the ingredients that make up their products. The Menstrual Products Right to Know Act of 2017 (H.R. 2416) was introduced in Congress on May 11, 2017, where it remains with no further action.

Feminine products are a nearly $6 billion business in the United States yet is sadly under-regulated. Legislation has been introduced on the state level in New York, as well as here in Pennsylvania, and if passed, would be the first laws of their kind in the United States.

Please join me in cosponsoring this important legislation.
