Session of 2019 - 2020 Regular Session

MEMORANDUM

Posted: January 3, 2019 03:07 PM
From: Representative Anthony M. DeLuca
To: All House members
Subject: Same Day Voter Registration

Eighteen states and the District of Columbia now have same day voter registration programs. In 2012, voter turnout in these states averaged 68.8 percent, as opposed to an average of 58.3 percent in all other states; more than 10 percent higher.

Accordingly, I will re-introduce HB 945 of 2017 that will allow for same day voter registration on Election Day.

Voters will have the opportunity to register at their polling place on Election Day by providing a form(s) of identification that includes a photo, name, and permanent address. Examples include a valid driver’s license or government ID card. Expired forms of ID can also be provided along with a current proof of address.
Critics of same day registration often claim that this will open the door to increased voter fraud. However, in the years since these states have instituted same day voter registration, there has not been one documented incident of voter fraud as a result of same day voter registration.

To ensure a vibrant democracy, we need as close to full participation as possible. This measure will undoubtedly increase voter turnout, and increase the number who have a say in our society. Increased voter participation benefits us all.

I invite you to join as a co-sponsor of this legislation. Thank you.
