MEMORANDUM

Posted: December 12, 2018 04:56 PM
From: Representative Ed Neilson
To: All House members
Subject: CPR Education in High Schools

Students in our public schools deserve to have the safest and healthiest environment possible. Indeed, parents entrust their children to school officials and teachers during the school day and have every reason to expect that their children’s health and safety is regarded as being among the highest concerns of those who care for them. It is for this reason that, under current law, all teachers are required to undergo cardiopulmonary resuscitation (CPR) training as part of their continuing education instruction.

My bill would require students to undergo CPR instruction as well, which would result in a far greater percentage of those present at school being able to perform this technique, which could potentially save countless more lives. Specifically, under my bill, students would be required to undergo a training course in CPR during one or more of the last four years of high school, and such training would include the testing of their skills and knowledge. Completion of this course could be included in a school’s health curriculum.

Our children are precious and are our future. Please join me in significantly improving the health and safety of the environment in which they spend many hours of their days.

Please join me in helping to improve our laws in Pennsylvania by co-sponsoring this legislation.
