| In 1978, the federal government banned the use of lead in the production of paint after it was proved to be a neurotoxin capable of harming both adults and children. Young children are especially susceptible to the dangers of lead exposure, which can cause severe and permanent cognitive and developmental damage. The majority of homes in Pennsylvania were built before the ban was imposed, meaning the presence of lead in paint is still a very real danger. Unfortunately, abatement of lead paint is too expensive for many low-income residents and landlords. As a result, the General Assembly should address this issue through legislation to create a new lead abatement grant program. Under my proposal, grants would be awarded on a competitive basis, with primary consideration given to municipalities that demonstrate a financial need and prioritize assistance to low-income households and those in which children under the age of six reside. It is our duty to ensure the most vulnerable of our citizens are protected, especially against harm they may face through no fault of their own. Please join me in this step towards making sure one’s economic status does not determine their ability to live and breathe safely in their own homes. |
