Subject: Local Candidate Campaign Finance Transparency

Currently in Pennsylvania, candidates for statewide, legislative and judicial offices file campaign finance reports with the Department of State which are then posted on their publicly accessible website. However, campaign finance reports for local candidates are filed at their respective county Board of Elections and voters must contact each county to view such reports.

Having a different process of viewing local candidate campaign finance reports across each of Pennsylvania’s 67 counties is inefficient and places an undue burden on voters. Instead, we should promote transparency by standardizing how campaign finance reports for each candidate – from governor to school board – are accessed.

My legislation would require all county Board of Elections to file these reports with the Department of State for publication on their publicly accessible website within 30 days of receipt of all local candidate’s campaign finance reports. Having every candidate’s campaign finance reports available online for review 24 hours a day, seven days a week, not only brings clarity to an otherwise convoluted process, it is an essential public accountability mechanism.

Please join me in co-sponsoring this legislation in order to empower oversight and accountability in the government decision-making process. Thank you in advance for your consideration. If you have any questions, please contact Cory Smith at 717-772-2283 or by email at
