House of Representatives
Session of 2017 - 2018 Regular Session

MEMORANDUM

Posted: April 4, 2018 02:40 PM
From: Representative Cris Dush
To: All House members
Subject: Granting Committee Chairs Subpoena Power

In the near future, I will be introducing legislation to issue subpoena power to all standing Committees in the House of Representatives.

I have previously introduced a resolution to amend the House Rules to grant subpoena power to Committee Chairs. This legislation would make the change statutorily in Title 46 (Legislature) of the Consolidated Statutes. Similar to my resolution, this legislation would extend subpoena power to all Committee Chairs to investigate wrongdoing and waste in public bodies.

In essence, this subpoena power would ensure the intended protections of Pennsylvania’s Whistleblower Law and ensure the sovereign authority of the legislature in its role as a check and balance. Similar to other subpoenas issued by the House, any person who willfully neglects or refuses to testify before the committee will be subject to the penalties provided by the laws of the Commonwealth.

Please join me in cosponsoring this important piece of legislation.
