Subject: Establishing a Tip Line Program
 
As we continue to see violence unfold in Pennsylvania and throughout the country, it is important for an individual who experiences a safety concern to be able to report the incident to a trained professional who can appropriately respond to the situation and provide the reporter peace of mind that the safety concern will be addressed.

That is why, in the near future, I plan to introduce legislation to establish a Tip Line Program through which anyone can anonymously report violence, threats of violence, or other security-related concerns. The Tip Line, operating 24 hours a day, 7 days a week, will allow an individual to submit an anonymous report via phone, online, or a smartphone app.

Currently, Colorado operates Safe2Tell—a similar program for school-related safety concerns—and has received overwhelmingly positive feedback. Safe2Tell received 1,321 reports in January 2018 alone and over 30,000 reports since its inception in 2004. Further, Safe2Tell has enabled individuals to report a planned school attack, suicidal threats, and child abuse.

Now more than ever the ability to report information about unsafe, potentially harmful, dangerous, violent, or criminal activities in schools before or after they have occurred is critical in reducing, responding to, and recovering from these types of events in schools.
