Subject: Low-Income Water and Wastewater Assistance Act
 
In the near future, I plan to introduce legislation creating the Low-Income Water and Wastewater Assistance Program and Low-Income Water and Wastewater Assistance Fund to provide assistance to working families when paying water and wastewater bills. My proposal would operate similar to the Low-Income Home Energy Assistance Program (LIHEAP).

As you know, many hard working families throughout Pennsylvania are struggling to pay basic household bills such as heating, electricity, and water. Therefore, it is imperative that we as a Commonwealth provide assistance to those low-income households that are at risk of having their water supply discontinued due to unpaid water or wastewater bills.

My legislation would establish the Pennsylvania Low-Income Water and Wastewater Assistance Program. Under this program, households whose annual income is below 100% of the Federal poverty line would qualify for support in the form of assistance payments ranging from not less than $100 to not more than $500. Households would also be limited to one payment per program year. Funds will be made available through the creation of the Low-Income Water and Wastewater Assistance Fund, to be operated by the State Treasury and administered by the Department of Health and Human Services. Payments from the fund will go directly to the supplier of water or the owner or operator of a community sewage system that is owed payment from a participating household. This will help alleviate the burden on families that need it most.
