Subject: First Judicial District Civil Filing Fees
 
Dear House Members:

I plan to introduce a bill in the near future that will assist the First Judicial District in providing constitutionally and statutory mandated services. The bill will impose a 10% fee on civil filings, one-third of which will be directed to the Philadelphia Law Library, and two-thirds of which will be used to support the general operating budget.

The First Judicial District is the largest and busiest in the state, and it can be a challenge to keep it adequately funded. Incredibly, many fees have not been increased since 1984, and not one has been increased since 2009. At this time, due to all-too-familiar budget shortfalls, it appears that it is necessary to ask a little more of those who are using the system.
